TYNGSBOROUGH — The Tyngsborough Conservation Commission approved a stormwater permit and bylaw waivers for a new Merrimack riverfront home, while pushing two larger projects to October 27. Chair Ed Derby's board unanimously issued a standard order of conditions and minor stormwater permit, DEP #309-1028, for applicant Mark Fermanian's 137 Pawtucket Boulevard home, requiring 6,290 square feet of riverfront mitigation planting, including 15 trees and 36 shrubs. The commission declined a peer reviewer's recommendation for a third-party stormwater monitor, with Conservation Director Emilie Brush saying "the commission has full authority to walk onto the site whenever they choose to." Associate Member Brigid Splaine was seated as a voting member to reach quorum.
Connell Construction's seven-lot Otis Woods subdivision and WL Development's Flint Pond senior living project were both continued to October 27. The board also ratified tree removal at 15 Palmetto Avenue and a retaining-wall repair at 3 Oak Street, and issued a certificate of compliance for a golf course bunker project after engineer Dana Perkins verified stormwater volumes.
