Tyngsborough Select Board Hears 500-Megawatt Battery Storage Pitch, Adopts Annual Goals

Tyngsborough Select Board receives informational pitch on a 500-megawatt battery storage project permitted by right in the town's industrial zone. The board heard from Rhineland Energy Vice President of Development Brian Benito and safety consultant Sean Morrison of Energy Safety Response Group about the proposed Rivermill battery energy storage system at 406 Middlesex Road, a 500-megawatt, 2,000-megawatt-hour facility that would be one of four projects awarded in Massachusetts' first competitive storage solicitation, out of a total 1,300 megawatts procured statewide. Town Manager Colin Loiselle confirmed the project requires no Select Board approval, with the Conservation Commission's stormwater and tree clearing permits serving as the only local regulatory touch points.
Member Konstantinos Kalabokis pressed Rhineland for a plain-language public document, saying "we are the elected officials and we have to have at least some understanding of the overall project." Fire Chief Russell said he views the installation as posing less risk to his firefighters than electric vehicle fires the department already manages regularly. In separate 4-0-0 votes, the board revoked all three licenses held by the shuttered La Santa Tingsboro LLC at 386 Middlesex Road, appointed Lynn G. Ferreira to the Council on Aging for a term through June 2029, approved block party permits for the August 29 town event, and adopted its FY27 goals, with milestones due at the August 10 meeting.
