Tyngsborough Planning Board Holds Toll Brothers to Stormwater Standards, Defers Sign-Off

TYNGSBOROUGH — September 18, 2025 — Tyngsborough Planning Board keeps pressure on Toll Brothers over Enclave stormwater as wet season nears. At the September 18 meeting, board member Dave Robson told Toll Brothers representatives Jess Marsh and civil engineer Austin Turner of Bowler Engineering that he would not sign off on outstanding project items — including a relocated cobblestone apron and a proposed cross-street underground detention system — until the drainage improvements to Basin 8 perform under real wet-weather conditions. Consulting engineer David Dayner of TEC confirmed improvements to the catch basin at the driveway entrance were working but flagged ongoing bypass conditions at interior catch basins and sediment buildup at the Basin 8 riprap, which Turner said would be corrected by pulling the riprap back and clearing sediment. Toll Brothers expects to complete home construction and begin HOA transition in spring to summer 2026. The board also unanimously approved a new procedure for stamping and signing approved site plans on the model used by the Conservation Commission, deferred comment on a PFAS treatment facility proposed at 166 Frost Road to its October 2 meeting — one week before the Select Board's October 6 public hearing — and approved minutes from its August 21 session.
