Tyngsborough Planning Board Continues Otis Woods Subdivision Hearing Over Drainage Concerns

TYNGSBOROUGH — October 16, 2025 — Tyngsborough Planning Board continues Otis Woods subdivision hearing over stormwater and wetland concerns. The board voted unanimously Thursday to push both a Definitive Subdivision and Open Space Residential Special Permit application from Connell Construction Corp. to its November 6 meeting, after the board's review engineer David Nader of TEC identified 14 technical deficiencies in the plans for a proposed seven-lot, 16.5-acre development at 25 Ingalls Road. Nader's chief concerns included a 12-inch cross-road culvert undersized for the 18-inch drainage pipe feeding it, infiltration basins large enough to potentially trigger state dam safety regulations, and roughly 850 square feet of uncontrolled sheet flow heading directly toward Ingalls Road. Four abutters spoke in opposition, with attorney Douglas Housler representing neighbors at 70 Scribner Road and an abutter who told the board he faces "essentially what will be a massive earthen dam above the hills of my property." Vice Chair Jeremy Baldwin, serving as interim chair, said he wants Conservation Commission sign-off on the applicant's proposed one-to-one wetland replication — below the town bylaw's two-to-one or three-to-one standard — before the Planning Board takes any final vote.
