Tyngsborough Planning Board Adopts Housing Plan, Approves Kendall Road Phasing Change

TYNGSBOROUGH — April 3, 2025 — Tyngsborough Planning Board adopts housing production plan and approves Kendall Road phasing change on split vote. The board voted 3-2 Thursday to adopt the NEMCOG Housing Production Plan for Tyngsborough, dated March 24, 2025, clearing the way for submission to the state Executive Office of Housing and Livable Communities once the Select Board acts April 24. The plan, prepared by the Northern Middlesex Council of Governments, found that Tyngsborough recorded 54.01 eviction filings per 1,000 renters between April and September 2024, the highest rate in the NEMCOG region and third-highest in the state, and that the population of young adults aged 15 to 34 grew 7 percent between 2000 and 2020 while the number of households headed by that age group fell 40 percent. On a 4-0 vote, the board also approved a minor special permit modification for 93 Kendall Road allowing SDG Development to build the smaller 125,000-square-foot Lot 2 industrial building first, supported by a $100,000 tree-clearing bond subject to town counsel approval, with site work set to begin April 14. A Yellow House Cannabis LLC hearing on three unauthorized construction deviations — including a four-foot building shift and substitution of bituminous concrete for required granite curbing — was continued to April 17, with board members demanding a written correction plan and timeline before considering any reopening of the facility's occupancy permit.
