Tyngsborough Planning Board Reviews 144-Unit Rental Proposal for Flint's Corner Site

TYNGSBOROUGH — January 16, 2025 — Tyngsborough Planning Board fields informal pitch to replace approved 96-unit condo plan with 144 rental apartments at Flint's Corner. Joe Pesnola of Hancock Associates presented the concept on behalf of new prospective developer Mr. Guthrie, who has the residential parcel under agreement after the original developer withdrew. The revised proposal would keep the same three-building footprint and height but use smaller unit sizes — one-bedrooms at roughly 700 to 805 square feet and two-bedrooms up to about 1,100 square feet — to yield 48 units per building. The project carries an approximately $1 million sewer infrastructure obligation now required upfront by the Tyngsborough Sewer Commission. Chairman Jeremy Baldwin and the board directed the applicant to work with the town planner to identify a commercial use satisfying the mixed-use overlay bylaw, after Pesnola acknowledged that environmental contamination on the adjacent Flint's Corner retail parcel eliminates earlier options. The board also endorsed ANR plans for 11 and 25 Ingels Road (4-0-1) and 52 Patriot Road (unanimous), and approved a site plan modification for a 4,000-square-foot trade shop at 352 Middlesex Road, with TEC engineer David Nader recused.
