Tyngsborough Conservation Commission Continues Four Wetland Hearings, Issues Two Negative Determinations
Conservation Commission · Meeting of July 14, 2026
Tyngsborough Conservation Commission continued four wetland hearings and issued two negative determinations at its July 14, 2026 meeting. The most active discussion concerned 137 Pawtucket Boulevard, where applicant Mark Formanian seeks to demolish a dilapidated home on a non-conforming Merrimack River lot and build a new single-family dwelling, a project that has already cleared a Zoning Board of Appeals special permit and a Planning Board floodplain special permit. Conservation Director Emilie Brush pressed the applicant's team to reconsider restoration areas on the property, saying that sections between the proposed house and the river are "a mess" from historic road construction while the designated restoration zones are already in relatively good shape; the applicant's representative agreed to make modifications.
The commission voted a negative determination and a major stormwater management permit for a 3,505-square-foot restaurant addition at 0 and 1620 Kendall Road by Samson Concrete Construction, with the stormwater system sized to hold up to the 25-year storm. Commission Chair Ed Derby and Vice Chair Joseph Kablik were unanimously reaffirmed in their positions for the new fiscal year, and Jason Mello was elevated from associate member to full voting member following reappointment by the Select Board.
