CPC recommends $83,500 for lake, roof projects at town meeting

Community Preservation Committee · Meeting of February 18, 2026

Tyngsborough's Community Preservation Committee recommended $83,500 for town meeting, including $70,000 for a new roof at the Sherburn Nature Center, but stopped short of funding the long-debated Winslow School restoration. Conservation representative Edward Smith secured $10,000 for Lake Mascuppic weed treatment, with Chairman Larry Clawson abstaining due to his own ties to the lake, plus $3,500 for a second shared pond. Historical Commission representative Warren Allgrove Jr., known as Augie, argued the Winslow School is "our last building in the town" and pushed for full restoration, estimated at $12 million to $13 million, but members said CPC's roughly $1.1 million in annual revenue can't support that debt without a townwide vote.

Town Manager Colin Loiselle also warned that a proposed cut to the CPC's 3 percent surcharge, to as low as 1 percent, would cost the committee $788,000 a year while saving the average homeowner just $100.
